Who makes leather armor?

Or there could be a specialist in smaller towns. If you want to buy armor, you buy what he makes. He specializes only because he hasn't learned to make anything else yet!

I'd go with an Armourer or a Leatherworker who would have the Craft(Armoursmithing) skill. A lot of "metal" armour has a varying amount of cloth or leather included in its finished form so allowing an armourer to make some up from the correct raw materials doesn't seem too farfetched, neither does allowing a Leatherworker who has the relevant skill to make up leather armour.

I don't think that craftsmen would overspecialise in a specific form of armour as historically most armours had a mix of materials, until you got to Full Plate Armour, so as long as they had the correct skill ranks they would have a shot at making it.
