Who to talk to about pitching a game idea

Speaking another language is certainly a help, but only really if you can speak it with a decent level of fluency.

One thing that you might want to look at is going to Japan for teaching english. It's a good chance to improve your japanese and generally pays fairly well. The best way to do that is to go with the JET program, which is run by the Japanese government to put native english speakers in japanese schools. For any sort of english teaching you will need at least a college degree. For the JET program you will also need to be less than 40.

One last suggestion about trying to break into the game buisness. Be able to deal with a lot of heart break. I have a friend, he and his wife have been trying to break into the movie/tv biz for the past 10 years or so. If I had a dime for every time they told me that they had "The Big Deal" and were just waiting for X. I would be a wealthy man.
