All the outer and inner planes are infinite in extent. They spontaneously generate new entities of their type. It is therefore literally impossible for them to be dominated by types from another plane. The Blood War has been futile.

Depending on interpretation of "spontaneously" here is an idea.

LE Devils plan on genocideing all CE mortals on prime plane. After initial surge, no more souls go to abyss. Demon numbers diminish. Devils win, but keep patrols on mortal plane to kill all CE types. And G types? Hmmmmmmmm.

Feasible? Not likely. Interesting reason for LE Devil slaughter of mortals campaign idea, yes!

Either there is only one world in the Prime, in which case there's certainly not enough mortals for them to be where all the infinite creatures of all the infinite planes come from, or there's an infinity of Prime worlds, in which case the attempt to do anything to all of them is nonsensical.

Which is why I take an elemental view of the planes - they are the sources, not the sinks, for energies.

Not all of them at once, of course; but an entity such as Cthulhu to whom the passage of time is irrelevant will eventually get them all, one world at a time......

Thats a valid viewpoint.

But the statement of one, or infinite isn't necessarily true. I mean there could be three. ;)
