He is excellent in that show. Even better than in Civil War, I'd say.

Absolutely, Zemo was verging on stealing the show, the fact that he managed to enhance the story of the other two characters just further endorses how good a performance he gave

As I know that the heroes are always going to be (eventually) victorious, I don't really care how threatening or powerful the villain is in any of the MCU movies. Thus, my main criteria for "best" is simply how much I enjoyed the character on screen.

With that preamble out of the way, my choices are:

Loki (Thor and Avengers) - menacing yet funny and charming
Trevor Slattery (Iron Man 3) - not at all menacing but funny (Ben Kingsley bounding brews while watching football on the telly? Yes, please.)
Grandmaster (Thor: Ragnarok) - Jeff Mother F'ing Goldblum is an international treasure...nuff said.
Justin Hammer (Iron Man 2) - Sam Rockwell...killer dance moves ftw!

Sorry I've been away from this for a bit - I was on holiday for the last week. Mostly out of phone range, and I don't like doing internet on my phone in any case. But anyway - we have our final tally and the top 5 according to this very thorough poll are:

Killmonger 36.7%
Loki (Avengers) 34.7%
Thanos (Infinity War) 30.6%
Vulture 26.5%
Loki (Thor) 24.5%

I enjoy Loki, but he's not a good villain, except for that tiny bit in Avengers where he makes them all bow. That was quality eviling. But it's like he's playing a role to incite the good guys because his actual plan to power always sucks.

Killmonger is probably the best. He is the MCU's classic Magneto. Doing bad stuff, but he's got a very valid beef and solid cause on WHY he's doing it.
