If you'd asked me this six years ago, the answer would immediately have been Elmore for his work in the red-box DnD game. These days it's sliding towards brom more and more. I hated his work on Dark Sun, but as I've seen more stuff he's done since then, I'm becoming a fan.

You left out Arnie Swekel, whose work defines much of the feel of the PHB, not to mention MotP, the ELH, etc. Scandalous! ;)

For me, Swekel and WAR are the two artists who most define 3e style. Both rock.

Damn, No BROM or Tim Bradstreet? :P

Brom's in there, towards the bottom. I didn't think Bradstreet had done much D&D art, apart from a Dragon cover or two (at least, that's all I can remember).
