Why are character sheets so often badly designed?

I think @Campbell had a point that the character sheets often are done last, and thus not tested enough.

That is kind-of inevitable though, isn't it? There's not much point spending time on designing and refining a character sheet if the information it's based on is going to get changed around in the next design phase. And it's probably not cost-effective to significantly delay the publication of an RPG just to playtest the character sheet layout.

Does it make me weird that I always make my own sheets? I like them to be specific to my character.
