Many things can be enjoyed by rank amateurs, especially when those things are compatible with the consumption of alcohol.

Two of the players have suddenly become too busy to play--and secretly told me they'll come back when I start DM'ing in a month or so. For the first time in my life I want more rules. :p

Surely you mean that for the first time in your life you want a different DM?

As people have pointed out, adding more rules isn't going to turn a jerkish DM into a nice DM. The only thing that solves a jerkish DM problem is replacing him with a nice DM.

If the DM in question actually followed the rules of the game, the players would enjoy the game. Thus, he wants more rules. At least, more rules than what this DM is currently using.

But, yeah, have a chat with the DM and do it soon. Be polite and try to be as constructive as possible. But, make it clear that the players and not enjoying the game. Try to help the DM if he's ammenable to the idea. If not, bounce.

Life is WAY too short for bad gaming.
 

More rules won't solve anything. Voting a jerk out of the DM seat by not playing in his/her game will give you more bang for the buck.

I've known this guy for more than ten years; he isn't going to change his style no matter what.

In any event, I am scheduled to sit in the DM's chair beginning in a session or three.

Well then you already know the answer. Nothing is going to improve. The question for then becomes: will you still play in the game knowing that it will awful?
Yes. That isn't why I posted. I only posted to say that I have always preferred "rules-light" systems and currently I find myself wanting the structure of "more rules."
