Unearthed Arcana Why UA Psionics are never going to work in 5e.

Pages ago I agreed with Umbran that the limiter or limiters could be unknown. Something limits spellcasters and nobody knows why. People here had a conniption over that idea.
You do you. I personally like knowing all the answers to these problems so I'm never caught off guard by my players when they ask why things are the way they are.

I just think it is more realistic that you'd have more people that just don't have access or time to learn spellcasting, besides the whole "bloodright" thing that can end up with some racism mixed in, like against Muggles from Harry Potter.
Over time, though, that access would become more and more widespread. You'd end up similar to Eberron.

And let's not bring racism into this. Anything you do can be twisted and abused if people set their mind to it.

Um, I do do me. As I said, I have an explainable reason. I just agreed that it doesn't have to be explained if the DM doesn't wan to.

Either Eberron, Harry Potter, or Onward, or some other world like this. It depends on the history of the world, types of people, and other stuff.

Not bring fantasy racism into an imaginary game? Okay. Sure, whatever. It just is not real, though, so it wouldn't have any real world consequences for having racism.

Wizard: Magic is rare, the ability to use it rarer.

Max: But why, what's the limiter?

Wizard: It's just that way.

Max: But, that's not logical! It doesn't make sense. There must be a limiter.

Wizard: [conjures a ball of fire using bat poop and cheerleader moves, then speaks to Max-shaped pile of ashes] Maybe so.

There is a limiter there. I don't need to know it. That magic is rare and the ability to use it rarer says that there's a limiter.
