I know the cap on the amount of points you can spend on a power = your manifester level.

When a wilder wildsurges, can he use his wildsurged manifester level instead of his normal one?

I.e, 12th level wilder, with wildsurge makes a cl16 disintegrate, can he wildsurge then apply maximize (+4 to 11 power points =15, which is below 16 but above 12).....power to it?

Sure. He spends no more points than his manifester level (which is 16 in that moment).
