Another issue to consider with reincarnation is the idea that it makes druids effectively immortal. Since a reincarnated character comes back as a new race in the prime of life, it's not a really large stretch to imagince that a cabal of druids would organize around the idea of constantly bringing eachother back. You only need two seventh level druids to make an agreement and neither one will ever die of old age. To make things that much more legal, each member deeds his belongings to the other who is then gifted back with those belongings when he comes back.
Realistically, it would not take very long before many druids wandering around in a given campaign world would be extremely high level. They're not in any hurry, so they could take their time, plan and minimize risk and advance, say, a single level per year. Or even 5 years. After a hundred years, perhaps a couple of new bodies, every member of the cabal is now a 20th level druid. Add in the Thousand Faces ability, and the druid really doesn't have to care what race he comes back as. He can simply Alter Self himself back to his old form.
Imagine competing cabal's of druids, each with differing goals and alignments, waging wars that last centuries using all the resources of nature to establish their own vision of natural balance in the world. NE druids seek destruction in order that the strongest dominate while NG druids attempt to build a Disneyfied natural order of fuzzy kittens. CN druids unleash breeding experiments lasting hundreds of generations upon unsuspecting towns simply to watch the results while LN druids try to maintain a perfect balance of all things.
Could make for a very interesting background plot in a campaign.
