Actually, I think skill max ranks, feat gains and ability score increases are based off HD, even for monster classes. The concept of monster classes is just one way of allowing you to play a powerful monster from 1st level. After you have finished advancing your character through the monster class, your character level should be equal to your monster HD plus Level Adjustment, and you would be no different from one that entered the campaign at a higher level.

Take for example an Ogre Ranger 1 advanced from 1st level. He would be a 7th-level character (6 monster levels plus 1 Ranger level) and would have 5 HD (4 monster HD plus 1 Ranger HD). His max skill ranks are 8 (5+3). He would be no different from an Ogre Ranger 1 that the DM allowed into his campaign as a 7th-level character (4 Ogre HD + Level Adjustment of 2 + 1 Ranger class level).

If he gains another Ranger level, he would get another feat because he has just gained his 6th HD (4 monster HD + 2 Ranger HD), even though he is an 8th-level character. If he gains another 2 levels of Ranger, he would get another ability increase because he has just gained his 8th HD (4 monster HD + 4 Ranger HD) even though he is a 10th-level character.

Note that though the monster HD count when working out when to get attribute point increases, that is only true after class levels have been added. For example, if you allow an ogre in play from 1st lvl, it does not receive an ability score increase when it gains it's fourth HD. But after it has completed its progression as an ogre (4 HD, 6th level character) and has achieved four class levels (8 HD, 10th lvl character), it would get an ability score increase.
