Wizard/Mage help...

So I've never played or created a wizard before and I'm having some confusion on how their spells/spell book works. Character is going to be level 10 and have the expanded spell book feat. The spell book contains approximately 30 spells, a mix of daily, at will and encounter powers. Does the character have access to all of these spells for every encounter(assuming they haven't used the dailies)?

As far as I know, wizard spellbooks are vancian in that you pick your powers after a long rest (one for each power level) and only can use those until your next long rest.

So then they would choose one spell from each level that they gave access to power day? So figuring the different levels they would have maybe 8 spells to cast, not 30?

That's right. After an extended rest they choose one spell from each level's selection in their spellbook.

Do I have to choose what at will and encounter powers from my spellbook, our just dailies?

It's dailies and utilities.

The Mage sub-class also picks encounters every day--the core PH1 Arcanist build just does the dailies and utilities.
