I think if you order a brick of them you can get it at the local hobby store, otherwise he's a convention exclusive.

There's always Ebay, but the prices look pretty steep. Then again, I have no idea what it went for at the convention.

One of the local gaming stores has one as a prize for their HorrorClix tournament in October. Other than that, I haven't seen any other than through the resale community.

As an alternative, retailers who preordered a certain amount of Horrorclix got the Cthulhu for free. Cozy up to your local game store owner and see if he'll give you a deal on his copy (assuming he preordered enough).

If the $85 (plus additional purchases) is too steep, you can get the 25mm Avatar of Cthulu from the set. He's not nearly as imposed at that size, but the sculpt is close to identical.
