Mostly true. I do agree totally with it being an DM's city idea book. If there is an NPC in that location, it's mentioned which type, which are all in the back of the book, so the book is one-stop shopping except for the very rare MM reference.

One day when I'm really, really ill, I'll sit home and make a TOC for this book...which I can't remotely see using without.

Except the multi-class NPCs, of which there are quite a few. The multi-classed ones are not in the back of the book.

Also, all of the NPCs in the back are race-neutral, so you still need to do work as a DM (such as adding racial modifiers, etc.) to use those stat blocks (although the equipment lists and spell lists are a nice feature).
