It's really difficult to design a 10-level, balanced prestige class that's useful for all of
1) Someone who can dreamwalk but can't channel.
2) Someone who can channel but can't dreamwalk.
3) Someone who can both channel and dreamwalk (the only ones that the current Wise One is a decent class for).
and 4) Someone who can neither channel nor dreamwalk.

As-is, a non-channeler can't qualify for the class (and would be better off taking levels of Noble or Wanderer anyway). And non-dreamwalkers are better off taking initiate levels.

It's important that a PrC be logical, given the framework of the novels and that it be balanced in the framework of the game. It's not important that every nit-picking detail be correct, especially when being completely accurate would cause a lot of problems in an RPG that it doesn't in a novel.

If you have Latent Dreamer, Wise One is a reasonably well-balanced PrC for an Aiel initiate. It's just not logical for a class called 'Wise One' to effectively require Latent Dreamer as a prerequisite (because otherwise the class sucks).
