I voted City State of the Invincible Overlord/Wilderlands of High Fantasy. As much as I like Greyhawk, I think the City State can (doesn't currently, but can or could) fit in greater variety and thus more examples and implementations of the RAW than Greyhawk, plus it's classic high fantasy sword & sorcery.

I'd vote Mystara for the same reason, and bump Greyhawk to 3rd.

Yeah not to mention IF 4th does change things around, Scarred Lands' tradition of "Cyclic" events helps to bring that back.

I mean if wizards start gaining healing spells, the thing might be a) Kadum got brought back by Slacerians and now gave his followers the powers of the mind to "heal" others.

I vote Freeport over Eberron by a hair. Eberron has enough extra mechanics that it doesn't quite feel like the archetype D&D game. FR uses all the rules but has too much cruft, GH doesn't seem to really exemplify many of the possible rules.

Freeport, however, has classic fantasy, monsters with PC classes, and a decent core plot that doesn't tie your hands as a DM but still has plenty of flavor.
 

Not to mention one of the best port cities around. :) Yeah I could see people choosing Freeport. But not sure I'd base that ONLY as a means for "campaign setting." Not unless you added in stuff like "Book of the Righteous", "Unholy Player's Handbook" and "Book of Fiends" combined along with the advanced stuff.
 

How about Kingdoms of Kalamar?

I Think all the D&D trappings are there and it seems much more logical than any of the wizards settings. IMHO
 


I went with Greyhawk. Some might call it boring, but here's why Greyhawk is the best setting ever designed for gaming:

1. The setting doesnt try to be TOO interesting. I think the "boring" crowd are used to this from a setting. Greyhawk doesnt want to be "trendy", it doesnt want to be the 12th man or an extra character in the campaign.

It wants to be the frickin background, because that's what a setting should BE.

2. There's a lot of diversity and a lot of chaos and high level NPCs value their privacy.

In other words, the PCs get to be the STARS.

Uhm Scarred Lands does that too. No over powered NPCs, very few good organizations, the background is fun and can enrich a character. Overall the fun is there without the entire "blandness" either.
