Actually, it looks like the final three get more than that. My copy of the submission guidelines says that they each get $20,000 for development fees, $10,000 for signing a work-for-hire agreement, and a final $10,000 for actual submission of the 100-page setting bible, for a grand total of $40,000 each. Plus the extra $100,000 the winner gets.

I'm pretty sure the $10,000/$10,000 is a description of how the $20,000 is alloted. Not that you get $20,000, and then get an additional $20,000 over two additional periods.
 

X people - > (1 page) -> 10 people

10 people -> (10 pages) -> 3 people

3 people + $10,000 each + sign over rights -> (100 pages + $10,000) -> 1

1 person -> (sign over rights) -> $100,000


Thats $160,000 being paid out.
+ Postage paid for those people who need rejection letters that dont have email

Ah, I see your point. I could see the interpretation going either way. We'll find out for sure in a couple of months. :)
