Could this have been a strategy by WotC. Stop selling the back catalog as PDFs during the 4E run. This drives up the demand for the back catalog. When 4E stops producing new crunch, start selling the back catalog again to sustain the division.

No. The simple answer is likely the more credible one. Someone made a bonehead decision and burned a tremendous amount of fanbase goodwill pulling the PDFs originally. Years later, someone new recognized the error and saw the "Absence of product" period as a good window to re-enter the space.

Kudos to WotC for a step in the right direction.
 

I've been doing the Snoopy happy dance all day. Occasionally I see news about the Elder Scrolls Online beta, and that brings me down momentarily, but then I forget that and get happy again ($%&@ MMOs...wait...wait..and happy!!)

Nah, this was just a very long but clever stunt to build excitement over old stuff. :)

So, what was done great?
- Old modules. Quality of the new scans is superb!!!
- Prices for the old stuff. Searching torrents is not an option for me at all with these prices.
- Free modules. There are some PDFs for free, such as B1 In Search of Unknown. Great move!

What was done poorly?
- Old 4E modules. Erratas are not incorporated in 4E modules. It is a great disapointment for me. H1 Keep on the Shadowfell is obsolete, especially monster statistics. Why Paizo manages to update their PDFs with errata, and WotC not???

Overall status: I am very happy for this move! Thank you, Wizards of the Coast.

At the time I write this, D&DClassics.com is working for me - just downloaded B1 and put the HR series (which I had just realized I don't have electronically) on my wishlist.

...And before I can post this, it apparently goes down...
