would adding 8lbs to a scythe be justified?

Heres the question rather simply..

Could it be said that a 'Warscythe' be 20lb, x4 crit, 2d6 damage? the penalty is the weight (which shouldn't exceed a greatsword) and i don't feel it'd need a Exotic Weapon Proficiency.

And could it be said that a Scythe is infact a Medium Weapon, that if weilded by a medium character in one hand suffers a -4 to hit penalty? i mean, even halflings would prefer using a scythe over a sickle to cut crops...

Weight isn't a real penelity in any sense for 3E weapons. Clearly your war scythe is superier to a greataxe (x3 vs x4 crit), and should really be an exotic weapon to balance things.
