would this custom Rapid Reload be too powerful?

That 400 gp price tag becomes insignificant at pretty low levels.

I mean, by 2nd level it's less than 1/6 your expected worth.

I don't think "it costs 400 gp" is very persuasive compared to "it costs a feat"- I think beyond first level, there isn't a comparison.

Just my 2 coppers on the issue of 'valuating' changes to the feat.

How can a repeater full attack like every other weapon? Even if Rapid Reload is applied, You still have to sacrifice a full attack on every other round to reload.
 

That simply isn't true. For a 20 Fighter, his round would go 4, 1, 4, 1, etc. This isn't too different than a non-charging fighter, since they typically have to move around fairly often in combat.

A minor enchantment would have a never ending clip of bolts (similar to "Returning").
 

Considering allowing Rapid Reload to work on Repeating Heavy Crossbows would reduce it to a Move Action means that you could full attack every round you could normally full attack with any weapon, you're using two feats (instead of one) and only marginally increasing their viability.

Sorry but I don't quite understand what you mean in this post, which is why I was asking about how a repeater could possibly Full-Attack like every other weapon.
