I'd allow the combination, but I wouldn't allow a natural attack to be used as an unarmed strike. They're two different things.

I don't see anything wrong with restricting abilities gained by multiclassing to forms that meet the prereqs.
 

I think it's kind of nifty, actually! He would lose his Monk unarmored AC bonus, though since techically he's armored (natural armor) at AC 11 in bear form.

I would not allow it. The Martial Arts and Unarmored Defense abilities exist to model a martial artist performing specific styles of martial arts, which are optimized for the humanoid physique. Bears just aren't built to practice kung fu.
