Would you consider this balanced enough for 0 ECL?

Race_A

+2 Dexterity, –2 Strength, -2 Intelligence, -2 Charisma.

Medium: As Medium creatures, Race_A have no special bonuses or penalties due to their size.

Race_A base land speed is 30 feet. Flight 30 feet (poor).

Dark Vision: A Race_A can see twice as far as a human in starlight, moonlight, torchlight, and similar conditions of poor illumination. She retains the ability to distinguish color and detail under these conditions.
Light sensitivity: Race_A are dazzled in bright sunlight or within the radius of a daylight spell.

Weapon Proficiency: Race_A receives the Martial Weapon Proficiency feat for the dagger as a bonus feat.

Automatic Languages: Common and Race_A. Bonus Languages: Arcanic, Draconic, Race_B, Race_C.

Favored Class: Rogue. A multi-class Race_A’s rogue class does not count when determining whether she takes an experience point penalty for multi-classing.

Flight should normaly bump you up but given how horribly underpowered the rest of it is... I think you are fine at ECL 0.
 

From a biological standpoint the creature would have hollow bones and should have a -2 to Con. I'm not sure how a -2 to Int and Cha helps balance this race.

What gives them flight? I am assuming wings, but if it is some other method that might be more or less powerful.

Dagger is a simple weapon.

Overall, looks fine to me given that the flight is poor maneuverability.

I think you are fine at ECL0. I think the penalties outweigh the benefits gained with the ability to fly. Also, you state Darkvision, but you describe Low-Light Vision. Dagger is a simple weapon, not martial.
 

I don't know... flight is a useful ability, even at a poor manueverability.

What are you trying to accomplish with your Race_A? Size medium flyers w/out a level adjustment? Do they need to fly?

You might try for a race that glides instead of flies... if you still wanted flight make a True Flight a 3rd level Feat with a Race_A prereq. Giving up a feat is pretty expensive and would help justify the lack of level adjustment.

I'd also note thier wings as being rather large and that unless they had, say, 10' of space on either side of them they couldn't actually use them.

I'd ditch the Light Sensitivity with these changes.

Also... why would a light sensitive race have Lowlight vision? Aren't they better served with Darkvision (either your ability name or description text is in error... you describe lowlight vision, not darkvision).

Finally, to further emphasis the clumsy nature of thier flight, I'd peg them with the following attribute adjustments instead: Str +0, Dex -2, Con +2, Int +0, Wis +0, Cha +0.

The above is just my opinion though. You included no racial flavor text so it's hard to see why Race_A is structured the way is was. List listing your abilities calls to mind wasted, mishappen, brutish creatures. Kind of neat for a wizards servants but how would such a race survive? strong aversion to light, physically weak, not especially skilled or bright (slow learners), and with poor self perceptions and social skills (are these guys loners?)

Sorry about the messed up definitions of some stuff, dark vision, yes. no low-light.

Flight are from wings. The race is going to be based off of an established race, so the wings are a must. I like the idea of gliding, but how would that work mechanics wise? I don't guess I've seen that ability before. I can't go with a penalty to dex because the race is swift and hearty.
The stat penalty bonuses need to be changed. Something like +2 dex and +2 con, -2 str, cha, and int.
