I always thought the magic items should match the use, so in that sense, I rarely introduce wands of healing in a game. I reserve healing to items like potions, salves, or bandages. But I am a big supporter of magic as science, and what would happen in a world where magic replaces science. So high magic is as hard to comprehend as high technology, unless you have the appropriate background, class or training.

I don't think it would break the game mechanics, but it would have to depend on the setting. I could absolutely see where Eberron might have them (with Cannith and Jorasco vying for the "rights" to do so). Not so much, in Dark Sun.
