D&D 5E would you let a PC learn a non spell magic power?

It would depend on where the "monster" is getting the power from narratively. If they clearly learned it themselves, then yes, probably.

Its consistent with mythology and Clash of the Titans - so I’d allow the head of Medusa to be grafted to someones arms - replacing the hand

Sure, if you can make a shield out of a golden sheepskin and attach a medusa head to it, anything becomes possible!

Basically an Final Fantasy Blue Mage but for D&D? I think it's been done.

Mage Hand Press made a pretty cool sorcerer subclass for it years ago. I adapted it into my homebrew.
