[XPH]Elan, LA+0?

Nope, it says "for every 2pp that she spends" so that means she could resist a lot of damage.

But, it costs pp, which could have been used for something else.

I think that if you are Psion, you will get more juice out of Human (which could get an extra psionic feat -- nice if you are going the Psionic Talent route) or Blue in the monster section (which seems to be LA +0 (the text contradicts itself, alas) and gets a bonus to INT. Sweet for a Psion! But that is imho.

I love my human Shaper and wouldn never switch over to Elan. I need that bonus feat and skill points too much. I also use my Charisma stat, and dropping it by 2 would suck since the skill I use it for is cross-class already (Diplomacy to match my Mercantile Background) .

Can't find it right now (it's not in the race description) but wasn't there a line that they can only use an amount of pps equal to her manifester level? That would keep the Elan from ignoring 50 points of damage at least. Perhaps in the Manifesting section...

There is a rule like that in the descriptions of powers, and augmenting powers, but I cannot find an equivalent for racial abilities. And remember, technically a Psion does not have to have manifester levels. They could be fighters, for instance. In which case they can stop only 4 hp (spending both of their racial pp), without taking the psionic talent feat, but always "exceed" their manifester level of 0. This indicates to me that racial abilities are not bound by the "manifester level" rule.

Hmm. That would make it pretty bad at higher levels.

The discussion at the wizboard had several guys mentioning that manifester level limit for this ability though... Didn't read the book well enough to be sure, someone around who knows why?

I don't think you are limited by anything other than your total amount of pp.

At first, I also thought that elans are too powerful, but after thinking about it: at low levels, you don't have the amount of PP to do outrageous things like ignore 100 points of damage, and on higher levels, vigor gives you a lot of HP for much less PP, and with damage reduction and resistance to energy (both can ge get with powers), you get the same effect cheaper and longer.

Please ask the Wizboard guys for a page reference. Maybe there is something that we missed on this end.
