Of course, I'm so far behind on what the rules are right now, that would be great because then I would know them. Not really knowing the rules is one reason I haven't done a match in a while (yeah, that's the reason )

I'm also looking for some people to help out with this (ie slap me when I go powermad and declare that Perfect Defense is a viable Tier 2 power.) Anyone who wants to do so is free to volunteer but I'd really prefer it if they have IRC access as it makes coordination a lot easier.

Well, since I don't have IRC, and I'm not sure if my knowledge of the rules is adequate, I guess I'l not be a part of this.
