Tisvon, the general consensus has been that its ok to overspend on a monster by 1-2 points and it doesn't add much of a difference (usually), but try not to do so all the time.

Personally I only ever count epic powers as costing 5 points when designing monsters, but try to make sure that I don't overdo it with epic powers, especially at lower leveled creatures.

My reasoning is that an epic power only actually represents 1 hit of advancement, despite the fact that it costs more experience for characters.
