Personally I only ever count epic powers as costing 5 points when designing monsters, but try to make sure that I don't overdo it with epic powers, especially at lower leveled creatures.

My reasoning is that an epic power only actually represents 1 hit of advancement, despite the fact that it costs more experience for characters.
