Also I think that KPG system uses separate language points rather than skill points.

Well, it does offer the possibility to give out extra skill points only for languages. Still, not every DM will choose to do that, and even if yours does you can still use standard skill points on languages.

Giving out language skills waters down the skill system further, but that's beyond the scope of this thread.

This is the best rule I've seen yet, but theres a gap in fluency 2 and 3. As far as I can tell you can say things like:

Hello, I like cats, I prefere art (0),I didn't like the cocktail, it was cold, my cat is blind, car accident(1), When is the next bus? I don't want to be late for my new job(New level), I do like that suit, I had one before but it was dry clean only, where did you get I'd like to buy one.(3), Dihydrogen monoxide is highly dangerous, ity has been found in excercised tumors and most companies dump it in come form, however the intersting thing is that it more people die from Dihydrogen monoxide inhalations then the tissue damage that it causes in solid form.(4)

The new level should inhibit people from 1)using tenses, 2) be for people who are confused with verb congigation (him her it), 3) can just about add sub-clauses
