1 action is a period of time (a few seconds maybe but very controlled channeling in that few seconds)

I've made them standard arcane spells, a level higher than the divine spell. The wizard still has to choose to add it to his spell book and prepare it, it has been my experience that a wizard rarely prepares more than one.

They were always non-standard spells and wizards always had to individually research them. The best effect, of course, was the ability for Wizards to use Wands of CLW.
