I'm not going to name an anime character, since I couldn't keep it to just one.

From a cartoon: probably Rath-Amon from Conan the Adventurer (I always think villains are the coolest).

Not stepping into the mire of "anime is not mere cartoons", I just want to point out here that the "Gokou" spelling of Goku's name is not correct. Trust me on this, I speak and read Japanese with some proficiency here, and I have the untranslated manga. The furigana over the kanji of his name reads, when broken down, thusly: Go-ku-u. So technically, Gokuu us the most correct way of spelling it in English, and that shortens to Goku just as easily.
