I hope you win the lotto as well. Those are my favorite 2 campaign settings, and would love to see new content. :)

First off- I have little exposure to non-Wotc / TSR stuff-

Planescape would be fine to play in but to DM I think would be a nightmare. The balance issue of Sigil is enough to turn me away from it.

The Dragonlance version that used cards vs dice turned me off before I even played it.

From there, many games depend on the GM. CoC was a favorite with one DM but I have since played it with two other DMs and found it B-O-R-I-N-G.

FR has no PC feeling. As someone said earlier- we are there to validate Greenwood's high-level NPCs

Push comes to shove- it depends on the DM. Any game can be awesome or suck depending on the DM and his/her/their talents / preferences / play style.
