Dragons can breed with anyhting it seems so somewhere in the past a Yuan Ti breed with a Dragon.

Half Dragon abomination breed with a half blood who breeds with a human. This could have happened generations ago.

Your innate magic comes from draconic magic that was mingled with your blood or that of your ancestors. Most often, sorcerers with this origin trace their descent back to a mighty sorcerer of ancient times who made a bargain with a dragon or who might even have claimed a dragon parent. Some of these bloodlines are well established in the world, but most are obscure. Any given sorcerer could be the first of a new bloodline, as a result of a pact or some other exceptional circumstance.
 

“Pureblood” is meant to be somewhat ironic, since they’re some of the least racially “pure” yuan-ti. The abominations, despite their names, are seen as being the closest to the yuan-ti racial ideal.

As mentioned, it doesn't necessarily have to be a physical mating that imbued your character's bloodline with the draconic magic. It could have been a ritual or an experiment, or a gift of power from a dragon or other entity. The character or his ancestors started out as a pureblood Yuan-ti, and were then changed through outside influences.
One of my 4E characters, a "Yuan-ti" dragon sorcerer/assassin, used the dragonborn stats but was fluffed as a Yuan-ti pureblood who'd been the subject of magical experiments by some of his fellow snakes.

One additional thought - Perhaps, if the character traces their ancestry back far enough, they discover that their Yuan-ti "snake" blood is actually some sort of a debased dragon heritage...

So it's a "Greenland"/"Iceland" thing....?

I think its the human names, pureblood means closest thing to Human, the Yuan Ti have a different opinion of course.
