For some reason, for both 3.X and 4E, I always thought this houserule was RAW. Maybe it's just that most DM's I've played with have ruled it this way.

Back when I was DMing, my campaign world was only "human", the different D&D races being different human clans/ehtnicities/the like. So, for example, Goliath were humans that lived in mountains, AKA mountainfolk.

The miss damage comes from Hammer Rhythm, a feat, not from the power itself. A Ranger dual wielding hammers with that feat would also do 2*Con mod damage on a miss/miss.

I don't know, Mind Spike doesn't have the Weapon keyword, would it be affected by Winged Weapon?

I'd be quite worried if one of my minions tried to fix my codpiece with a power with the Weapon keyword :P
