    Technically by the RAW? It'd work. Since Tide of Iron uses the spear for damage and to hit bonuses it's using the spear and not the shield for its effects. How you want to play it? Up to you.

    One could easily argue that the "terrain" is the air and it knocks them prone because of the ice forming on wings, weighing down floating enemies etc. I'd allow it.

    Actually there are ways such as the wizards orb specialization to extend the duration of an ongoing power that end at the end of your turn so it is possible and something of an oversight.
