The castles could be build on 30 immovable rods. How the material was brought up in the air is an other question, but I guess this could be done by some telekinesis spells. I remember an artefact which was able to levitate a small city. It was in the Drow War Book IIRC.

It's very likely that the NPC caster will have to face the PC's alone first, so should he use Time Stop to summon monster which might hold the PC's a while and teleport away to get help. Or should he message the guards and buff himself ? I don't like both methods... The summoned monsters might...

I just looked at some similar spells at first levels, namely colorspray and sleep. I don't know mastminds nor mutant so the line: "Failed save by 5 or more..." seemed new to me. If the spells you refer to have such a line and are level 1 spells then I see no problem with this spell.

I wouldn't go with a line like : "Failed save by 5 or more..." but make an HD cap as with colorspray for example.

I think I would go with dominate person, perhaps highend. And state that contingency should be triggered when someone deals damage to you. That way your cleric (slavery) could control any assassin brave enought to take the risk. It's better than outright killing her, because he still could...
