I already thought init mod was dex or int. dexterity is not just rolling a coin over your knuckles. Its also reaction time because it reflexes and agility. intelligence is reasoning and knowledge, therefore dexterity as the modifier makes more sense.
Its not the weight that matters as much as the length. Using two bastard length weapons inhibits movement and make your attack awkward and predictable, which isnt reflected in the rules. I would discourage it because the player is probably doing it purely from a min/max approach. However its not...

I find it a bit silly that as a standard action someone applying first aid to a dying individual can have them up and engaging in combat in 6 seconds.

Perhaps if we just used a house feat, that took the great sword damage to 2d6. That would be enough so that it would be a viable choice.
