Savage Worlds for a rules system. Adventures and campaign settings from D&D are great to steal from, though. I am looking at starting a Savage Eberron campaign and am very excited to see how these two mesh.

I don't think it's the description of the powers the OP has an issue with. I think it's more the fact that casters now have access to an at-will source of ranged damage (correct me if I'm wrong). With access to an ability like this, who wouldn't take it?
