Rogues are not proficient with shields. How's this work again, they can't use shields at all?

Aside from the way sorcerers (who I want to keep unique) choose/cast spells, is there another way of casting spells other than the 'fire and forget' default method? Using a manna/point system doesn't seem to be the best bet, because it makes certain spells, like magic missle, way too powerful...
