I assume Whiner is facing south. To the south/southwest and below is the damning darkness, to the east is a huge 40 foot radius patch of regular darkness.

Whiner will bite the general and fly to 0n15e and land. This should be about the center of the darkness. His plan is to force the general to enter the damning darkness (it does 1d6 per round against Neutral creatures -- 2d6 against good, no save or SR, 20ft radius but otherwise as darkness). If necessary, he will squeeze against the wall, but he should have had ample opportunity in watching previous combats to notice the general's reach. Next round, should he still be alive, he will breathe maddening wails at the general with maximum on heighten.

General Rumbull is not shaken by Whiner, because General Rumbull does not have fewer hit dice than Whiner. General Rumbull is as confident as ever. :)

Wait a round or two.

Can the general force a draw? So, the best bet is to get a general that can burrow and just force draws on every single opponent until you get to their general?

You have hit on what might be a flaw in the 'general does not leave in a draw' rule.

General Rumbull is willing to fight, but does not want to take automatic damage in the darkness.

Round 958

General Rumbull drops down to 40N40E40Z. Whiner is next.

General Rumbull touches Whiner twice as he approaches, for a total of 22 points of electrical damage. General Rumbull is not bothered by the whine (32 Will save). Whiner can breathe again in round 962.

Round 959

General Rumbull deftly moves to 35N35E40Z, touches Whiner for 10 points of electrical damage, then floats up to 40N40E55Z. Whiner does not get an AoO, and has 58 HP.
