This one's actually pretty easy to combat.
Note the limit of 1 object hurled per caster level, max 15. So, this elven caster would have to be using a custom version of telekinesis that didn't have the "maximum 15 objects" limitation and would have to be somewhere around 200th level to throw the 200 daggers.
