Spell effects on Magic Weapons

Is there anywhere that says you can or cannot create a magic weapon with a spell effect? Say a 3rd level Cleric spell a certain amount of times a day based on

3 (spell level) x 5 (Caster level) x 1800

Then divided by (5 divided by amount of charges)

I belive this price is doubled as well, as it does not take up one of the 'slots' available (2 rings, I neck item, helm, etc etc)

Or does that formula ONLY apply to magic items?

I need specific rulings to be able to get the go ahead to make one, and I read through the DMs guide, and could not see an answer one way or the other.

Yes you can, and as you say you do it by making it a wondrous item that doesn't use a slot (hence double cost).

I'm not sure if it is covered in the DMG but I'm sure its mentioned in one of the splat books (can't remember if it was T&B or S&F)
