You were right about your toughness feat. Total munchkin-ism. I'd go with two hit dice instead. Perhaps d12 hitpoints as a race? Hmm? Along with the Toughness feat for free? That gets you in the neighborhood (6+6+3=15 hp vs. 4 in the MM). Sweet. Just a thought.
As always, the true greatness of this stuff is the depth to which you detail the background, society, physiology, and so on!
