As a fellow wizard, who thinks a lot about his spells, your posts are very insightful!
The conditions in your rooftop example are quite ideal, the victim has to stand in the corner on a roof or cliff. Other then those ideal corner cases (which you might be able to set up), I can't see much use of the forced movement.
I'm not even too sure what creatures inside the sphere can or can't do. Wizards should have problems with verbal components if they can't breathe under water. Their concentration is probably disrupted, so they should make concentration checks. Magical creatures might be comfortable with the water though.
Pretty much the same for ranged attacks. It is nigh impossible to fire a bow or throw a stone under water. But there may be other ranged attacks, which are not blocked by the water.
The spell seems fun and there are not too many str save spells, so I will try it and see how good it really is.
