Why is it that so many people read the power enough to get the idea that it damages once per challenge but skip over that part?

It's in a really bad place. It talks about magical compulsion then finally says that. I love how it's under the Special: tag when the whole power is special.

Doesn't change much except you have to bounce it around creatures.

We know this power was re-written at the last minute, and it shows. It's one of the worst-worded powers in the game.

The wording can certainly be read to say 'damage once only' but from the comments from the playtesters posting here and the playtest reports from DDI that's clearly not the intent. They report that it worked every round the divine challenge remained, so long as the mob triggered the damage. Since the power can also be read as 'once every round', and this fits the playtesting, that seems to be the correct interpretation. (And you certainly cannot refresh it on a target with the current wording).
