Yes. Wizards and Clerics are supposed to have Rituals at level 1. Its hardly a big deal though as there are few problematic rituals they can know.
As to the Ritual Caster feat it allows a character to Cast rituals, however it does not provide any rituals. So the Paladin would need to buy a Ritual Book (50gp) plus any ritual they wanted to have in it. Not going to leave a lot of room for doing paladin stuff. Such characters need to take the feat and then aquire the items etc in game play.

A human of any class could take the Ritual Caster feat as well; so could an Eladrin.
Is it intended to give Wizards and clerics rituals at 1. level? Do they have them automatically?
Humans only get an extra class skill, not any skill. But if their class doesn't start with Arcana or Religion, I suppose they could spend their bonus feat to multiclass or get training.
