Rituals at 1. level?

Is it intended to give Wizards and clerics rituals at 1. level? Do they have them automatically?

Is it also possible for a paladin and the ritual caster feat to have rituals at 1. level?

Yes. Wizards and Clerics are supposed to have Rituals at level 1. Its hardly a big deal though as there are few problematic rituals they can know.

As to the Ritual Caster feat it allows a character to Cast rituals, however it does not provide any rituals. So the Paladin would need to buy a Ritual Book (50gp) plus any ritual they wanted to have in it. Not going to leave a lot of room for doing paladin stuff. Such characters need to take the feat and then aquire the items etc in game play.

Wizards automatically start with a couple (three, IIRC) and clerics automatically start with Gentle Repose and one other of their choice. So, yeah, it's intended for them to start with rituals.

Any other character trained in Arcana or Religion could start with rituals, too, but they would need to buy the Ritual book and pay the market price on the rituals from their starting 100GP. As mentioned above, this would be pretty expensive, so they'd have trouble acquiring other stuff. Maybe a warlock could afford it, as they wouldn't need to start with an implement or heavy armor. But a paladin wants to buy plate armor, a shield, a good weapon and some of the standard adventuring kit, so they won't have a lot of GP left.

Never trust an Australian. ;)

also, in addition to the cost of the ritual book, the component cost for rituals is pretty steep as well. Even first level rituals are going to cost you at least 10G worth of components, so even wizards and clerics probably won't be casting many of them at first level.

Yes. Wizards get three 1st level rituals automatically, and Clerics get Gentle Repose plus one other first level ritual of their choosing. The cleric may have a hard time affording the component costs, but wizards should have money left over after basic equipment purchase to be able to start with some ritual components.

Humans only get an extra class skill, not any skill. But if their class doesn't start with Arcana or Religion, I suppose they could spend their bonus feat to multiclass or get training.

you don't need to be trained in the appropriate skill for a ritual to cast it. you just wont be very good at it, particularly at low levels.
