The dragon has reach, but AFAIK, the dragon doesn't have threatening reach so Mal isn't currently threatened.
So whether he enters L11 by shifting or moving is irrelevant, there is no AoO, no more than when you move in contact with most monsters.
When a creature has threatening reach, it is specified in the box. See the hydra for an example.

Well, we are going to get paid for the Kobold bounties, paid for the Green Dragon hide, maybe the dwarf will want some white Dragon hide too? if not we have a lot of dragon hide to play with. I think a white dragon hide money pouch would be pretty swanky. Maybe some boots, or sheathes for our weapons.
