Mechanic to increase use of Magical Item Dailies

As far as I can tell, the magical item usage rules are thus: You can use a magical item daily power once in the Heroic Tier, Twice in the Paragon, and Thrice in the Epic tier. You can get an extra use once you pass a milestone.

Meanwhile, I would like a way to let my players use magical items more frequently, because far too many are Dailies, and I actually like to hand out more magical items than are suggested. However, just letting them use the dailies with no ceiling is a little much.

So, what is a good alternative?

I've always assumed all the item powers ARE truly Daily... the tiers and milestones just allow you to use the powers of multiple items in a day. You can increase usages a little by removing the tier and milestone limitations, but still require that each item be used only once a day. If the players start buying 10 +1 Cloaks of Survival at highers levels just to use its abilty 10x a day, though, you may consider going back to the original rule.
 

Since it's about 100x quicker to make a new post than to edit one, I'll say that I meant for the Cloak to be something that actually had a Daily power, such as a Cloak of Resistance.

Okay, now I'm confused.

I thought that if you have 3 magical items, each with a daily power, you can only use one item. If you hit a milestone, you can use a second item.

I'm not suggesting that you should be able to use the same item's power multiple times. But that you should be able to use multiple ITEMS.

Combat 1: Armor daily.
Combat 2: Sword daily.
Combat 3: Cloak daily.

Under the current rules, you can't. So, what is an alternative beyond "Just use as many items as you want"?

No, milestones don't allow you to use the same item again, they allow you to use another item.

Three quick options I can think of that I don't think would be overpowered would be to say that you can use an additional daily item power on an action you've used an action point for (which kinda gives you an extra use every day and a second one every milestone), you can use an additional daily item power after you second wind, or you can use a healing surge to free one up.

Giving these a touch more thought, I think I like the second wind mechanic the best.

Yeah you can. It's under milestones - after every two encounters, you pass a milestone and gain an action point and another magic item daily.

Well, if you use a daily power in the first encounter, you can use one again in the third, fifth, seventh, etc encounter, meaning every other encounter. The easiest fix would be that once per encounter, you can use a daily power from a different item.
