Last I checked you couldn't send to a dead person, so I don't think it's a case of mistaken identity.

I forget his name, but that was the head paladin who pretended to be insane and had the OOTS party members put on trial for destroying one of the gates. He was the one who put the Mark of Justice on Belkar (or had it put there, not sure which). Belkar's white cat used to be his.

I see a great set-up for Belkar's ultimate redemption, and a chance for some genuine character development.

Which Belkar will summarily reject, and just go ahead and kill the thieves. Probably with his metaphorical green stick.
