Wasn't one of the design "features" of 4e to eliminate the bucket-o-dice in combat countfest?
These sample builds do not seem to do that.

Says who? I thought the intention was that rolling more dice meant more fun...
I think it was more to reduce the number of incidents for which you had to roll dice. For example, casting a spell in 3e required multiple resolutions - you first had to check for sr, then attack roll, then maybe saves, before finally rolling for damage. In 4e, you just make an opposed check against the foe's appropriate defense score, then roll for damage.
